Borgia, the Majority Leader who represents District 9, is leading her challenger Republican Bob Outhouse 61 percent to 39 percent, 351 votes to 228 votes, with five percent reporting. In District 1, which covers Peekskill, Yorktown and Cortlandt, Legislator John Testa, a Republican, leads challenger Nancy Vann, a Democrat 56 percent to 44 percent, 138 votes to 109 votes with one percent reporting.Testa is running for a fifth term.
