A Northern Westchester man was arrested Wednesday after exposing his genitals to a 15-year-old teen on Highland Avenue in Peekskill on Wednesday, July 5, according to the Peekskill Police. Smith was charged after the victim told police she had been approached on Highland Avenue by a man in a white vehicle who asked her if she wanted a ride.
