YORKTOWN HEIGHTS, N.Y. Silvia P. Alvarez, a 33-year-old Peekskill resident, has been charged on an arrest warrant, failure to appear and failure to respond to an appearance ticket Tuesday, according to Yorktown police. Police said Alvarez was scheduled to appear in Yorktown Justice Court on a petit larceny charge Aug. 15, 2002.
