Officials have identified an off-duty police officer involved in a chain reaction crash in a northern New York City suburb that left one student dead and another hurt. According to the Journal News , Ramapo police officials identified rookie Peekskill Police Officer Jonathan Mosquera as the driver who tried to pass another car late Wednesday on U.S. Route 202 in the Rockland County village of Suffern.
