A look back at Rick Finn's first year as Bay City Manager

Following a yearlong search to find a replacement for former Bay City Manager Robert Belleman, the City Commission narrowed down a field to two candidtes: Finn and Bay City native David White. Finn started his career of public service at the village of Elk Grove, Illinois, in 1976, before serving as city administrator and city manager in four cities, including Sun Prairie, Wisconsin; Sandusky, Ohio; Takoma Park, Maryland; and Peekskill, New York.
