YORKTOWN HEIGHTS, N.Y. Edgar E. Lavado, a Peekskill resident, was charged Friday with numerous traffic violations, according to Yorktown police. Police said an officer was on patrol when he observed a vehicle being operated above the posted speed limit, doing 55 mph in a 40 mph zone.
