State police stopped a car they had clocked doing 48 mph in a 30 mph zone in Peekskill at 2:30 a.m. Dec. 13. A husband and wife and their two children, aged 2 and 13, were in the car. The trooper saw signs that the driver, Juan Chavez Garcia, 33, was intoxicated.
